IIRC the late Queen had to loan Charles the money for Diana's divorce settlement. I think that was around 17 million UKP. Did Charles pay her back? I think he did. So she might have loaned Andrew the money with the expectation he'd pay her back too. But with what? Andrew had--has--nothing close to that amount and no real way to repay the loan.
