Since it's probable Charles inherited his mother's entire estate (monarchs do not pay death duties), with the understanding that he would divvy things up according to her wishes, he might have counted the loan she gave Andrew as part of Andrew's inheritance. A similar deal might have been made where Philip's estate is concerned, too. That would leave only the amount he borrowed from Charles to be repaid, and I'm guessing Charles wants that back ASAP.
