Regarding DUPT, most likely these were hot perishable loads (excuse the oxymoron) from Florida or other southern states that had to be delivered to the terminal ASAP. Dispatchers and Rougemere had to be kept informed about such blocks so as to expedite their handling.
Out of Chicago C&O had two daily hotshot trains (#30 and 32 IIRC) with large blocks of reefers, most of which would also have been destined for DUPT.
