Meghan would be back in the UK, IF they received the same income as the Prince and Princess of Wales plus Meghan could continue running her "business empire" and instead of hiring staff, the Palace staff would be her flunkies doing all the work while she lays back and eats Bonbons. It's what she does now, but she and Harry have to bring in money on their own.
In a nutshell Harry and Meghan would be glad to come back if they didn't have to work at all and just collect the money. Oh, did I mention Meghan would return if the King paid for all her clothes and jewelry plus the kid's clothes, too.
