Have you got Frebuary's copy of Professional Motor Mechanic handy? I'm certain I read about exactly this problem with VW belts in the Gates tech. bulletin in the magazine, from memory you have to take the cam pulley off and put the belt around the pulley then refit the pulley onto the cam. There was also something about the F.I.Pump bracket making the belt run out of line which needs checking as it can lead to premature failure, sorry , thats as much as I can remember.
