It needs switching at a set frequency.

I have a good signal, its about 10 volts outputted from the PAS ECU and the engine ECU turns it into a square wave signal with a frequency that changes with engine Rpm.

If the relay switches an external feed then it sounds good however if it outputs its own square wave signal then I don't think it will work.
