Well, with injuries etc teams that loose one of those "top three" players could have the first pick.

Also, players enter all the time that should go higher and then eventually do. Nothing new.

if that new player is good, or improves they will be picked in the top three next time.

You mentioned dynasty building etc. I'm more interested in parity than dynasty. Would be nice to see some team identity, we used to have that before with protection that was essentially reduced because no one could beat the Penguins.
