If the letter was received by the authorities in January 2019, then being off by a few weeks puts it in a different year. To me the bigger question is why the information wasn't passed on by the Metropolitan police to other agencies for investigation. I read an article saying Tom Sr.'s first wife wrote the accusatory letter. So this must have been known about for some time.
