The statement not clarified things to the Sussexes, but I think it was also aimed at the press. Since the return to the UK I've read some articles in various publications that either hinted at, or come right out and stated that the King was so "happy" that the Calif. duo was back, that they would be "allowed" to take on the "half in, half out" stance "they so desperately fought for"...despite the Palace's initial message after the info of them moving back, was they would be non-working Royals...
I like that the King also emphasized that Harry and Meghan would remain private citizens per their wishes..they essentially got their words thrown back at them. The King also made it clear that it was up the Govt. to decide on security...not the King, meaning, he isn't in on any decision. Period.
