Andrew is currently confined to Sandringham, where Charles and his staff can keep an eye on him. I very much doubt Charles will allow him to go out of the country, even if Albert swears to keep Andrew locked in the Pink Palace. I think Albert's working on possible connections to the Commonwealth, or at least doing a chunk of networking.
