I don't think the children are neglected, but they aren't "photo ready" because they don't get their photos taken. More than likely, it's a direct response to the Wales children being immaculately groomed and well-dressed. Harry had made a comment about wanting his children to have a less formal upbringing and he worried about William's children not being allowed to just be children. Words to that effect. I think this falls on Harry, as he doesn't want Archie and Lili to be photographed or seen in public. Meghan would merchandise the beejeezus out of them if given the chance.
