The "2 in, 1 out" policy (started this year) is an effort to cut down on the "good ol' boy" system which prevented good up and coming officials to get a chance.
And you know what? The ref pool was pretty good with a lot of younger officials. There were a few that weren't quite there, but that also comes with the territory of doubling the pool of both refs and wrestlers.
The old "top 12" system was good in theory, but then you realized that the top 12 were determined based on seniority and association politics than actual skill. Ask yourself why you don't see many officials in their 30s and 40s (most are in their 50s/60s and we're seeing quite a few in their early/mid 20s). It's good that we are seeing change across the board (changing policies to give opportunities to deserving officials and a real movement amongst coaches to cut down on verbally abusing the refs, especially the newer ones).
