    I would say that you're right in your assumption that its the bulb failure control. We've had one that flattened it's battery due to the off side tail and side lights staying on dim. Located it to faulty bulb failure control which is built into the rev counter (or the speedo, I can't remember which one!) I have to confess that we bodged ours by cutting the wire to the o/s side lights from the bulb failure unit and reconnecting to the input side on the control unit from the light switch. It was one of those car sales jobs - need I say more? :-)
