Ford Escort 1998 - Non start, no crank, PATS light flashing slowly #Archived Message

This car is a non start with no crank, PATS light flashing slowly when ign is on. No coms with scanner on PATS and Engine. PATS self test no codes. Customer has repalced the barrel and key, reader and PATS computer.
I have not worked on an Escort since escaping to NZ five years ago and have forgotten about these sytems. Can someone remind me where to go on these?
