If relay 109 doesn't operate the next thing to check is,as you've guessed,the ignition switch which is a common and awkward failure on VAG.Sometimes you can remove steering column to access ignition electrical switch retaining screws rather than struggling with the impossibly tight collar at the top of the column (I've seen it done this way).As far as I know the 109 relay is switched on by the ignition switch.
