Its just that we (the UK) are quickly following America down the road of "wheres there's blame, there's a claim". and some solicitor will be looking for any reason to sue somebody.
I'm also fully aware of the time limit on some SRS components, and as you say what customer is going to replace them.
The difference being though is that as a "competent person" we have told them about the need to replace the components and have fulfilled our "duty of care" opposed to the other way round.
As a side note (and I'm sure you know this as a fireman) with regard to your comment about the firing of air bags.

This would have been because the SRS system monitors the angle of impact and deploys the associated firing loop, side impacts very rarely fall within the strategy of the monitoring system. Again I'm not saying whether this is right or wrong just fact. ( the "normal" angle of monitoring for deployment is 60 Degrees from the front and 90 degrees viewed from the side)Although some of the latest systems are getting very clever.
