I think you've got a real good point to make about an F-111 hugging the ground using it's terrain-following radar. They few real low. Low as 200 feet off the deck.
Low enough to pick up AO blowing in the wind and kicked up by bomb strikes. There's documentation about that low level flying on bombing runs out on the internet in several places. I'll email you a few things I copied and pasted while doing a little searching. I did a Google search on -- did the F-111 use it's terrain-following radar to fly at low level in Vietnam-- and a couple variations on that question. I got several hits that had some good information in them about F-111s flying extreme low level missions over Vietnam, Cambodia and Laos.
I think if you use that information in a carefully written ,good statement you write about that "very" low level capability of the F-111 and how it was used in SEA it may be worth a lot to you for your claim. Don't ASSUME the VA people working your claim or your VSO knows about that. Write it down, print articles about it from the internet, circle things in those articles.
