Many years ago, tracks paralleled both sides of the river mostly through town. I believe it would have been either C&0 or the MC in its prime, but near East Saginaw downtown, Water Street parallels the river. Old topo maps show tracks near parallel w/ Water St.
But then...at Genesee Street (old US 10), there are two currently remaining old structures on the south side (the one on the SW quadrant likely serviced by rail, I think a mill). Anyhow, how did the tracks get across Genesee Street? the sidewalk seems narrow, but Water St. may have been narrower. Did freight trains street run down Water St? So long ago, I don't think anyone knows for sure.
