On the surface, Charles hasn't done anything. Andrew and Fergie have agreed not to use the peerage titles, and Andrew has agreed not to use the K.G. after his name in correspondence. Those titles and honors are still his.

We don't know what carrot or stick Charles used to get this agreement, or what the consequences will be if the couple fail to live up to the agreement.

As to the California duo, doubt they are shaking in their flipflops. They've already shown that they don't keep their word - they're repeatedly violated the Sandringham agreement. They will continue to do what they want, when they want.
