Right now it looks like Andrew has agreed not to use his titles. Probably because a bill passing through parliament would be too humiliating for him. I don't know what the tipping point was for Andrew to agree to this, considering that he has no shame. I don't see Charles buying him off, and he wouldn't have punished the York princesses with removing their titles. The coming days will bring more details.

In the meantime, it has not gone unnoticed that a king removed the titles from an errant brother that caused scandal and embarrassment to the monarchy. Some noticed that the wife/ex-wife lost her right to continue to call herself a duchess.
