Harry visited Ukraine for the exactly the same reasons in April....after his appearance at the Royal Court regarding a lawsuit. It's, "See what a humanitarian I am and don't forget about the Invictus Games of which I founded (not)" PR. Always the same pattern. He has to play up the "everything is good at Invictus" in light of the several people jumping ship at IG.
I'm sure the UK Govt. told Harry, "Yeah sure, go ahead, it's a private visit on your part and we don't really have a spot in this visit since you're going as a private citizen."
