One statement in here I disagree with is that William was worried about the Sussexes becoming too popular. Popularity can wax and wane, but what matters here is The Firm. The problem was using popularity as a means for their own ends.
As far as Louise and James becoming working royals, they are each a blank slate. There are no scandals or poor decisions associated with them, nor are they associated with any causes. The public can project their ideals and hopes on them, but that's a heavy load for young shoulders.
The York princesses are, by every account, charming and well-mannered. They are poised in public and were close to the late queen and understand the importance of reflecting well on their family. But they have families of their own and having them take on even a few domestic appearances per month will quickly involve their parents. If not for Andrew and Fergie, their daughters along with their handsome husbands and adorable children could be the faces of dyslexia screening for children and life after spinal surgery. Also, reading to young children and encouraging literacy and an appreciation of the arts.
The Tindalls are very likable and might do more to encourage sports, exercise and health within families. But they also work to support their family and might not want to give up the level of privacy their family enjoys.
