Purely a numbers game by WIAA.
District 3 2a has 16 teams (SPSL & Olympic), over the 2 year cycle they get 17 berths 9 the 1st year and 8 the 2nd year. Districts have control of how they distribute the berths given them.
District 5 (CWAC) has 9 teams and they get 9 berths over 2 years 4 the 1st year and 5 the 2nd year.
Not a big conspiracy
