I understand what you are saying. I am wondering if they should have joined a nearby district to make a bigger group of teams and then the combined district would have had more allocations. What's the nearest district?

I wonder if that could have been an option and they chose not to. Or a nearby district chose not to include them because they likely would have knocked others out.
