How is everyone interpreting this language on the postseason SOPs.

*Alternates will only be entered into the tournament through Tuesday, Feb. 18 at 12pm
Alternates not entered by the deadline will not be issued floor passes.

My question is: Does this means districts have until the 18th to submit names or will the state decide who is wrestling by the 18th and not allow alternates to weigh in? I am confused and my AD is potentially saying my alternates will not be able to travel with the team to state.

I don't think it would make sense to not weigh in alternates, what if someone does not make weight?
