I think you have it right. The top 3-4 guys would most likely be the same with Regionals or without. It is the good wrestler, that may have been one spot out from qualifying for state, with a limited allotment region that gets in and that region ends up placing all four from that district. For sure there will be wrestlers there that really wouldn't have qualified in the old system but that will all be sorted out by the 3rd round. I like that all the best should get in with the new system.
