Honda Civic 1997 V Tech 1.5 - Heater blowe not working on first 2 positions Archived Message

Before I tear into this job I would like to make sure I am in the right area.
The heater blower does not work on either of the first two switch positions. Just wondered if the switches often go or should I be looking for a resistor on the blower motor? The third and fourth positions work fine.
Anything would be appreciated
