    They were for overun to reduce HC emissions, when you close the butterfly @ high revs, the increased vacuum would suck fuel from the jets.
    I found the best way to reduce HC emissions is to drive something that doesn't consume a gallon of fuel every 15 miles

    On the trials land rovers they would cause them to run away down steep slopes, most people soldered them shut, or put SU's on them (best cure ).
