Hi Iain. If 12 volts is still there when the wire is still on the solenoid, then it cannot be a wiring fault, if there is 12v there and the starter and solenoid are good then it has got to go. double check your readings, as john says, if the voltage drops off to below about 9v then it wont pull the solenoid in, so then fit a relay. If there is still 12v there I would guess that the starter motor is worn out, most likely the brushes, as this will cause it to drop dead. try feeding it with 12v again to see if it still goes.
