I was mistaken here. I was interpreting a "soft start" as normal actuation responce. Should actually take about 20secs to reach full speed.
Short version is faulty or wrong application new fan. The additional relay in the fan loom is a revised design.
Valeo insisted application was correct, supplied two more units(one of which had been previously fitted). All exhibited same symptoms. Eventually found another vehicle to prove point.
OE fan worked correctly.
I am seeking compensation for wasted time from supplier.......
