As Sean says, it can be done but it will need the ecu virginising, the immo line cutting and also the starter circuit bypassing, I have never actually bypassed one as its usually easier to repair the system than to bypass it. ( usually needs centre console out to get to the 5AS box ) If i had removed all the ones that i had been asked to do, it would amount to lots of hundreds but I have never done it as the customer "ALWAYS" asks for it removing as he thinks it will be cheaper than having it repaired, Which isn't the case when they just need a remote programming in. If they were bypassing it because the remote had failed, they would also then usually end up with no central locking on remote and no immobiliser etc which would void the insurance. If the customer is not happy with the car as it is, I would advise her to buy something else that works without a remote, but if she is so sensitive to electical interference i would think she would be safer not being within a mile of the nearest vehicle. ?
