I remember reading something about this a couple of years ago.... The jist of it was that the registered owner gets the NIP (Notice of Impending Prosecution) and is warned to identify the driver of the vehicle at the time of offence or face prosecution for failing to do so. "The face prosecution if failing to indentify" was the "crux" - people were advised to send a letter stating that they were only identifying the driver as they were "under threat of prosecution" If the police persued it, the magistrates were apparently obligated to throw the case out ! A suspected burglar or thief gets read his rights before he is questioned and expected to admit to an offence - but the motorist !! CASH COW comes to mind. Regards Dave
