Toyota Landcruiser VX 1994 TD - ABS fault, code 31 right front wheel sensor #Archived Message

Hi
This vehicle will pulse the brake pedel and pull to the left when slowly coming to a stop. DTC 31 [right front wheel sensor] comes up every now and again.
I have checked wheel sensors [even swapping them from left to right]Checked the inductive pick ups, depth of sensor ect. I have checked the wiring for continuity and shorts, but nothing bad found. On the scope the sensors look good. So, the garage decided to replace the ECU with a 2nd hand one. Still the same!
Any help would be great, I think I may be missing something simple!
