Firstly make sure the pollen filter is ok.(rear of engine bay in plenum chamber).More than likely the fan speed controller is faulty.Sits up back of heater unit ,drivers side,but you will need to release the recirc motor & plastic bracket (3 torx screws) to gain access.Part about £50 from BMW.
