    Just because new parts are fitted does not mean they are OK

    Your words "if I get the engine hot and watch the live data the temp go's up to 99' and the water in the exp/tank go's mad but the fan will not run".

    All K series engines that have MEMS 1.9 Or MEMS 3 ( NON A/C)) the ECU will not cut the fan in until 104 degrees C

    Most liquids have a specific "boiling point", which is the temperature at which the liquid begins to change to a gas. If pressure is applied to the liquid, it must become hotter before it can boil. Pure water in a cooling system will boil (at sea level) at 100° c. At higher altitudes, atmospheric pressure is less than at sea level. Example: Water at 5,280 feet will boil at a mere 93° c. A cooling system that is under 15 pounds of pressure however, will now allow the water to reach nearly 120° C before it can boil.

    If your car is boiling before the Fan cuts in it most be open to atmosphere pressure some were????
