VW Golf 1.6 TDi CAYC 2009 - Overheating #

Good day All
I am loosing the will to live with this Golf and any suggestions welcome...

It is overheating the faster you go (130oC) slow down and temp gauge goes back to normal (90oC)
Radiator and hose's are lukewarm, coolant fan is running after a run them stops when idling.
Heater inside works well. No fault codes

We have replace the water pump, radiator and thermostat.Check the electric water pump and that is working.. It has been suggested the EGR cooler
but why would the radiator and Hose's be cold?
Is must be a flow problem but cant find it.

Like I say any suggestions welcome..
