No, The on screen record requires access to BMW ISTA, (which you are quite entitled to get)-at a cost. It does require access via Germany but not via a dealer,key reader or magic wand.
My understanding is that if you update the online service record and print it off for the customer, that should keep most happy. The next time they go to a dealer and they access ISTA that service info will then be downloaded to the car and brought up to date.
