I'm fairly confident UCH module is coded, a 2nd hand unit maybe possible if its similar to a clio 2ph2 but will need resetting/virginising so it can then be coded and matched to other systems and key.

Truecode key programming equipment can do some models and its worth its cost as it doesn't take many key card programming jobs to pay for its self.

From my experience with clio's a solid red light is normally a wiring issue iirc.
