Many thanks to Graham Bullock and also the tech guys at Autodata, All electrical side checked ok, vacuum lines checked ok, solenoids checked ok, front hubs stripped and checked - ok.

Turns out it was one side vacuum pipes fitted incorrectly to the hub unit.
