If this car turned up at my shop, and after questioning customer and found out about the previous work, I would be telling the recovery driver to reload the motor and take it back to the "dealer" that fitted the last belt.
Clearly, something is seriously tight if the belt is burning,not too familiar with Mini's, got four on books at moment and not a good one amongst them, over rated, over priced and terrible to work on, have a look at doing a clutch
