I got this on a Citroen owners site.
E698 Driver and passenger pretensioners in series fault : Open circuit
Have you looked at a wiring diagram?
I would suspect the drivers and passengers pretensioners are connected in series and the "high stop" refers to the high resistance limit and sets a code.
Remember it's French when you are distinguishing drivers side from passenger side.
