If the friction device is faulty wouldn't it cause a cooling problem under hard load conditions? Is there maybe a flow problem through the matrix, maybe try back flushing with a hose pipe, As to the friction wheel being temperature controlled wouldn't a no or low flow condition detract from quick heater warm up. Doesn't make sense to me but modern motor cars very rarely do .
