Can't comment on ECP or Pagid but my understanding and experience on brake judder that occurs a short time after new discs is this:
Effected Discs after fitting have a slight run out due to defective mounting on the flange be it due corrosion, contamination or physical damage.
This run out will NOT cause any brake judder, the problem is that as the disc oscillates slightly on each revolution and it wipes the disc pad, This wears the disc in one area and results in DTV (Disc thickness variation.)
It is the resulting DTV that causes the judder you feel on the brake.
Our fix for this on the odd occasion it happens is to skim the effected disc in situ on the vehicle, this corrects any inaccuracies on the mounting and has always resulted in 100% fix
We almost always find it is only one disc effected which would tend to indicate a fault with the mounting rather that faulty discs.

Out of interest do you check run out on disc immediately after fitting ? do you find just one disc or both effected ?
