The part you are referring to is the battery isolator which breaks the Battery+ supply in the event of a SRS deployment.
These do go faulty. You can test this circuit by disconnecting it at the plug and fitting a 3 ohm test resistor in place and seeing if you can clear the code.
If it is faulty you will have to replace the Battery+ terminal.
