Smells very much to me like a chafed/trapped wire. I've had similar problems with water ingress/contamination of the the multiplug that connects with the fluid level switch if it is the solid block type.
Find the matching wire colour on the cluster connector and back the pin out of the housing. That will tell you if it's cluster or not and allow you to check the wire for resistance to earth.
