If all the brakes are being brought on when the car is driven, it is usually a servo fault. The internal seal wears and allows air pressure in to the vacuum chamber, this then operates the brakes as if you were pushing the brake pedal.

Drive the car to recreate the fault, then slacken the bolts holding the brake master on to the servo, if the brakes free off it is a servo fault.
