My original understanding was that the idea was a sort of "Fail-safe" in that there are so many warning lights on vehicles these days that it would be impossible for an MOT tester, within the confines of the test, to conclude that any particular light indicated un-roadworthiness so the "Fail safe" position would be to fail on any illuminated MIL!
Mind, I suspect that it is only a matter of time before something like this does come in, (If only to further reduce the availability of cheap old cars for poor people! )
