This happened to me some years ago.

You don't have to accept ins co's first offer
If you have invoices to back up added value provide copies these should be taken into consideration.

If sensible compromise cannot be achieved go to ins ombudsman.

If no one questions them they are a law unto themselves.

Look for a new company next time.
