Being a 1999, I would think its a Clio 1

Clio 1 keys do not need programming to start the vehicle as they all come with the same fixed code. But the remote will need programming which is normally done with clip and some can be done using the central locking button.
In your position, I would now Test the keys in a Transponder reader / copier to prove 100% that the keys are faulty, If you haven't got a Reader, Your local Auto locksmith should be able to do it for you, If they don't work, Squeeze the Remote as hard as you can as you try to read it and you can normally get one of the keys to read.
once you can get it to read, You can then copy the information onto a T5 transponder chip and insert it into the slot in the key case that renault must have put there as they knew that the on board transponder was going to go faulty.
if the locksmith has a zed bull or AD900 or similar machine, once he gets a read off the chip, he can also tell you the 4 x digit security code for that vehicle.
I then put the key into the ignition without the circuit board and see if it starts from the new transponder chip. if it does, unsolder the ariel off the circuit board to stop it interfering with the signal from the new chip.
( i would think we get a 95% success rate with the above method )
This fault is sometimes caused by the transponder ariel on the circuit board coming unsoldered from the board, but its usually worse if the keys are opened up and messed around with so I always try to get a read off it before i open it up ( and hope the customer hasn't been tampering ).
You can also try squeezing the faulty keys whilst turning the ignition on and you can normally get the LED to go out and start the car.
Clio 1 keys are ordered to chassis no ready programmed and take several days to come.
clio 2 keys ( 2000 on ) with ariel at the back of the roof, are supplied from stock and require programming using a security code supplied by the Dealer.
The remotes need testing on an RF tester to see if they are working, But at least if the above method works, Then the car can be running in 10 minutes, rather than waiting days or sometimes weeks for the new key to arrive.
