You can't select 3,2,or 1 unless you RELEASE the brake pedal, so basically under normal conditions this would mean you'd be moving, the interlock works as normal when selecting D,R or P, ie foot on brake to move the lever. So, to select 3, foot on brake and select D, foot off brake and move shifter to 3 etc.....
The TCC bridging malfuntion is a common fault caused by glazing or excess wear on the torque converter clutch friction material, the OBD needs 3 instances before setting a hard code, so you won't necessarily see a code for a few miles and then only after a restart. The fix is a new TC and possibly a valve body mod to boost the apply pressure if reduced symptoms persist after installation.
